Invitation to tender for the Maintenance of the Cemetery in Winkleigh

This is for a 2 year period from 1st Jan 2025 to 31st Dec 2026.

A shorter period can be proposed.

1. All grassed areas within the site, excluding the  Bungalow area,  are  to  be  cut throughout  the season  starting  from  the  middle of  March  to the  middle of November  and  kept to  a standard deemed  acceptable by regular communication  with the  Parish  Council.

2. The  first cut of the season to be picked  up  and disposed of in the allocated area  located to the South of the shed. The further  cuts  to  be  left on  the ground  unless it is considered necessary to be picked up.

3. A shed  will be  provided for storage  equipment  and is  located to  the  Southwest  of the Bungalow. This  shed must remain  locked always  when  not  in use.

4. All areas  around  the  kerbed  graves  and headstones  to  be strimmed  at  the  time of each  cut.

5. Central hedge  adjacent  to  concrete path  to be  trimmed  when  necessary  and  all  cuttings  to be picked up  and  put in  allocated area.

6. All paths  including Cemetery entrance  driveway  to  be swept when  necessary and  all joints

in the  path to  be kept  free  from  weed.

7. All the boundary  hedgerow to  be kept from brambles encroaching and cut once a year around  September.  The West hedge  face is to be trimmed.                                                            

8. All  shrubs to  be  allowed to  grow  naturally and  pruned rather than  trimmed  into round

shapes  without  growing wild.  Shrub  bed to be kept  weed  free,  except  for any tree  suckers which  should be  removed.

9. The  Air  Raid  shelter is  to  be allowed to  grow  naturally  with only  one cut  per year in  the autumn, all  cuttings  to  be picked  up  and disposed  of in the  allocated area located to  the  rear

of the shed.

10. The  Cemetery  signs and gates are to  be washed down/cleaned  annually.

11. Allowances must be made when  quoting  for  the  taking place of funerals  which must take priority  on  the  site therefore the  contractor must be prepared to wait  until the  funeral  has

taken  place should this situation occur.

12. All work  should  conform to  HSE Standards and  a  current  Public Liability insurance of £5 Million  must be held  by  the  contractor and a copy given to the  Council.

13. Payments will  be  made  by  the  Parish Council  via  monthly  Standing  Order.  An  annual invoice for  our records is  required.

14. The ditch that runs alongside the road shall have the excess leaves removed.

15. The areas of pavement between the road and the cemetery shall be cleared twice a year. The pavement area in front of the entrance and Drain in the pavement to the left shall be kept clear through the year.

16. The Parish Council reserves the right to determine what is considered necessary work for the cemetery upkeep in relation with the above items.

Invitation to Tender for Ground Works in Winkleigh Cemetery

Winkleigh Parish council invites tenders to carry out the following:

  1. To supply and lay a pipe in the Ditch on the Southside of the cemetery, to carry water from the East border and to discharge into the field to the West.
  2. The ditch should be back filled with stone and part of the soil in the ‘soil box’
  3. To remove soil from the ‘soil box’ to build a bank in the North West corner of the cemetery. This would extend the Western bank to the North West corner filling the gap where there has been a gate, in the past. ( We would later plant a hedge along this bank ) The closeness of the bank to the boundary, to be agreed.
  4. The soil from the soil box to be prioritied to the building of the bank over the backfilling of the ditch.
  5. This work to be in the summer of 2025. After 1st May.

To Invite tender for occasional maintenance and occasional repairs as requested by the Council.

We are looking for someone to propose an hourly rate at which they would work as self-employed agents. We would aim to have a panel of people. Jobs would be allocated to those that could start and finish first. The Allocation would be removed and reissued if this time frame was not adhered to.

The sort of task would be tidying  the village gateway sign areas and overgrown pavements. The maintenance of benches and bus shelters would also be regular works.
